INTRODUCTION
Bau Bang District was established according to Resolution No. 136/NQ-CP dated December 29, 2013, by the Government, and Decision No. 352/QD-UBND dated February 13, 2014, by the People's Committee of Binh Duong Province.
Bau Bang District covers a natural area of 34,002.11 hectares (340.02 km2) with a population of 93,226 people (as of December 31, 2017). It comprises 7 administrative units at the commune level, including Lai Uyen, Long Nguyen, Lai Hung, Tru Van Tho, Cay Truong II, Tan Hung, Hung Hoa, with 43 hamlets and neighborhoods.
Administrative boundaries of Bau Bang District: It is adjacent to Phu Giao District to the east, Dau Tieng District to the west, Ben Cat Town to the south, and Chon Thanh District (Binh Phuoc Province) to the north.
FORMATION PROCESS
1. NATURAL CONDITIONS
Bau Bang District is located in the northern part of Binh Duong Province, 30km from the provincial center, 60km from Ho Chi Minh City, 40-50km from Song Dong Nai Port, 80km from Long Thanh Airport (under government study for investment), and about 100km from Cai Mep - Thi Vai Port.
It has a tropical monsoon climate with two seasons (rainy and dry). The temperature ranges from 18oC to 38oC, favorable weather with minimal impact from natural disasters.
The terrain is flat, with hard soil and abundant water sources suitable for the development of high-tech industries and agriculture.
2. TRANSPORTATION
The convenient transportation system includes National Highway 13, a 6-lane road, connecting seamlessly with roads in Industrial Zones and Bau Bang urban areas, which are well-invested and interconnected.
In the future, additional road investments are planned, including the completion of Ho Chi Minh Road (in the northern part of the district), the upgrading and expansion of DT741B into a 6-lane beltway passing through Tan Binh Industrial Zone, the connection of Ho Chi Minh Road through Lai Uyen and Tan Hung communes to My Phuoc - Bau Bang Road, and the development of Bau Bang - Phu Giao - Bac Tan Uyen Road connecting to Tan Uyen Logistics Port, Saigon - Loc Ninh railway, and the Binh Duong New City - Bau Bang metro line.
3. TECHNICAL INFRASTRUCTURE
The national power grid covers the entire district, with 220KV substations in Industrial Zones and Bau Bang urban areas. Additionally, 110KV and 220KV substations are being invested to meet the electricity demand for production and daily life.
Communication infrastructure is well-invested and covers the entire area with networks such as Vinaphone, Mobiphone, and Viettel.
Clean water supply: There is a water supply station with a capacity of 680 m3/day and night in Tru Van Tho commune, Bau Bang Water Plant with a capacity of 5,000 m3/day and night in Industrial Zones and Bau Bang urban areas, and the capacity is being expanded to 30,000 m3/day and night to meet the clean water demand for industrial zones and residents in neighboring areas.
4. INDUSTRY - URBAN
Industry: Currently, the district has 2 Industrial Zones:
- Bau Bang Industrial Zone and Urban Area covers an area of 2,166 hectares (1,000 hectares for industrial purposes and 1,166 hectares for urban and service purposes), with completed technical infrastructure. The basic 1,000 hectares for industrial purposes have been filled, and the expansion of an additional 1,000 hectares for industrial purposes (893 hectares belonging to Bau Bang District) has been commenced.
- Tan Binh Industrial Zone covers an area of 352.49 hectares (95.18 hectares belonging to Bau Bang District), with invested ready infrastructure to welcome investors. The orientation is to expand an additional 1,055 hectares towards Bau Bang (through Hung Hoa and Tan Hung communes).
There are also plans for the development of Lai Hung Industrial Zone (600 hectares) and Cay Truong Industrial Zone (700 hectares), which have received approval from the Prime Minister. The district, along with the Industrial Investment and Development Corporation (Becamex IDC), is actively promoting and implementing these projects.
Urban: The district administrative center covers an area of 91.03 hectares and has been approved for a detailed 1/500 plan, currently in the preparation phase for construction. In addition, adjacent to Bau Bang Industrial Zone, there are 6 residential areas (5B, 5C, 5D, 5E, 5F, Lai Hung) with approved detailed 1/2,000 plans and 1 residential area 5A with an approved detailed 1/500 plan, covering an area of 1,116 hectares, with completed technical infrastructure, meeting the housing needs of the population.
5. TRADE - SERVICES
There is currently a Bau Bang Bus Station operating for the transportation of passengers and goods within and between provinces. The district has 9 rural markets distributed across the communes and 4 bank branches: SACOMBANK, AGRIBANK, BIDV, VIETCOMBANK, HDBANK.
6. AGRICULTURE
The agricultural land fund covers an area of 58,536.5 hectares, accounting for 83.9% of the natural land area. With abundant water resources, it is suitable for investing in high-tech agriculture, especially in the form of farms.
As of October 31, 2016, the entire district has 286 farms (171 pig farms, 115 poultry farms), and 12 facilities have been certified by VietGaph (2 cultivation farms, 10 livestock farms).
7. EDUCATION
The education system has been fully invested from kindergarten to high school, including 31 schools (3 private schools), and 17 schools have achieved national standards. Most schools have been modernly built, equipped with complete teaching and learning facilities to meet the educational needs of the district's residents and workers.
8. HEALTH
All 7/7 communes have standard health stations with doctors for examination and treatment. The district health center has been invested in basic facilities to meet healthcare needs.
A district hospital with a scale of 100 beds has started construction.
DEVELOPMENT DIRECTION
To develop Bau Bang District in the direction of industry - services - agriculture, becoming the industrial center and the northern satellite city of the province, actively contributing to making the province a centrally-governed city by 2020.
1. INDUSTRY
In the period of 2016-2020, the average growth is targeted at 18-20%.
Develop an additional 2,300 hectares of industrial land and plan to develop an additional 1,300 hectares of service - urban land, construct the ICD Bau Bang container port (20 hectares) to serve cargo transportation and industrial development in Bau Bang.
Diversify industrial development, encourage the growth of high-tech industries, supporting industries, food processing industries, and environmentally friendly industries.
2. AGRICULTURE
In the period of 2016-2020, the targeted average growth is 5-6%.
Develop high-tech agriculture in the form of farms, focus on applying technology to production, and establish specialized agricultural areas for the production of goods. Focus on developing local strengths, such as pig and poultry farming, fruit tree cultivation, and clean vegetable production.
3. TRADE - SERVICES
In the period of 2016-2020, the targeted growth is 22-24%.
Encourage the investment in commercial centers, supermarkets, and markets in residential areas, complete the rural market system, renovate and upgrade existing markets, and encourage the development of distribution agent networks and retail systems.
Develop the transportation infrastructure for goods and passengers, expand the scale of transportation terminals. Build stop stations, connect transportation routes to facilitate the smooth flow of goods and passengers.
Promote the development of services for renting commercial center spaces, housing; entertainment, sports, dining services; beauty, culture, arts, and healthcare services.
4. INVESTMENT IN TECHNICAL INFRASTRUCTURE DEVELOPMENT
Maximize the mobilization of resources to comprehensively connect the transportation system; invest in the formation of concentrated residential areas to create urban aesthetics; improve the electricity, telecommunications, and water supply and drainage systems to better serve the people and investors.
